The Housing Authority of the City of Jefferson, Missouri, acting as the Land Clearance for Redevelopment Authority, is seeking proposals for redevelopment of 105 Jackson St., known as the “Parson’s House.” Proposals will be accepted until one is accepted. Requirements for the proposal may be found at http://www.jchamo.org/newsdetail_T2_R76.php

Proposals will be evaluated based on proposed use, impact on the removal of blight in the area, historical relevance of the proposed use, impact of the proposal on surrounding redevelopment, financial stability of the redeveloper, the developer’s experience and reputation, and price. The property was purchased by the Housing Authority for $39,000. Should the property sell for less than this amount, the Authority will be reimbursed by the City of Jefferson.

The Parson’s House is one of the oldest structures in Jefferson City, built in the French Colonial architectural style. The first floor’s base is 16-inch limestone blocks topped by 12” of oak boards to hold exterior’s solid walnut clapboards. The interior woodwork was hand-carved mahogany.

Recognized in 1993 by the city’s Historic Preservation Commission as a Historic Landmark, and listed on the National Register of Historic Places in 2005 as part of the Capitol Avenue Historic District. Eligible for application to state and federal historic preservation tax credits. The property was listed individually in the statewide nonprofit Missouri Alliance for Historic Preservation’s Places in Peril list in 2016, and again as part of the Capitol Avenue Historic District in 2018.

The house was built for Missouri’s first State Treasurer, John Walker who allegedly kept the state treasury in his home’s iron box. A monument in Walker’s honor stands at the west entrance to Riverview Cemetery.

Gustavus Parsons and his wife Patience bought the home in 1847 from Treasurer Walker. Parsons, from Virginia, had served as Thomas Jefferson’s personal secretary and later served twice as Missouri’s adjutant general, settling Indian uprisings on the Missouri-Kansas border. Their son, Monroe Mosby Parsons, was a well-known Confederate general who served as U.S. district attorney, in the Missouri House of Representatives and Missouri Senate before the Civil War.

The house was opened by the Parsons family for a hospital in the late 1840s in response to the cholera epidemic and later for both Confederate and Union soldiers in the 1860s.

The Housing Authority has requested proposals previously, with two submission deadlines resulting in no offers to date.
